Naruto/Hokage/best friend/ Huge asset and protector of the leaf vanished all of a sudden while watching over a suspected enemy from Otsutsuki. Shikamaru, now having to take over and act as leader has the whole weight on the village on him that he has to protect in Naruto's absence. You cannot blame the man for being cautious. Why would he just let a bunch of genin go into a portal without even knowing where it goes?

Shikamaru isn't exactly wrong, but he is also a bit out of character. He should trust Kawaki just like he trusted Naruto.
